We are pleased to introduce the proceedings of the fourth International Conference on Computing, Networking, Telecommunications & Engineering Sciences Applications 2023 (CoNTESA ’23), held from 14th – 15th December 2023, at Veleucilište Suvremenih Informacijskih Tehnologija (VSITE), Croatia. We extend our warm, heartfelt thanks to our keynote and industrial invited speakers: • Vojislav (Vojo) Kecman, Professor Emeritus, Virginia Commonwealth University (VCU) in Richmond, VA, USA; • Mohammed Shafi K, Device Driver Development, Intel Corporation in Folsom, California, USA. The keynote and industrial invited speakers graciously and voluntarily offered their time to share their many years of experience and deep knowledge. Without them, the conference would not have been successful. Thanks are also due to those who submitted papers and to the team of reviewers. The chairs and technical programme committee members must also not be forgotten for their eagerness to make this second conference a continued success. Special gratitude must go to the International Association for Educators and Researchers (IAER) for their financial sponsorship as well as full logistical support and Veleucilište Suvremenih Informacijskih Tehnologija (VSITE) for hosting this conference.
