This chapter discusses how the top-down approach to embedding digital literacy within universities and higher education institutes (HEIs) contributes to the lack of digital literacy, digital competency, and digital proficiency embedded within modules in university programmes. This it is suggested is related to the lack of integration between the key stakeholders (students, academics, and educational technologists). The nature of digital gaps are suggested, and an approach which builds from the operational level up towards the strategic is suggested. An example using a marketing module at first year of a degree programme is given. This approach should assist in designing-in digital literacy into modules.
