Following the critical OECD report of 2014, political leaders in Wales set out to transform not only the curriculum but the ways in which the education system is defined. New horizons included the development of a new curriculum, a radical review of Initial Teacher Education and the establishment of a National Academy for Educational Leadership. Wholesale changes were introduced, set out as a National Mission, which aim to be transformative and radical. The centrality of professional learning to making the raft of education reforms work is a key element of the policy. A National Approach to Professional Learning was launched in 2018 but a key challenge is to achieve consistent implementation at the classroom level. A co-constructive approach and a package of professional learning support (referred to as the “National Entitlement”) are in place. This chapter considers the obstacles and opportunities to achieving consistency and coherence in professional learning in Wales.
